The cast had rehearsed for three weeks before shooting the film, during which time most of the story was finalized.

The plot centers around drifter Fred Cheever (Cage), who arrives in Las Vegas with nothing but a briefcase full of cash and gets involved with two criminals planning a crime he knows nothing about. He soon falls into bed with diner waitress Ellen Berent (Lara Flynn Boyle) whom he was hired and paid to kill. She seduces and tries to convince him rather kill her husband, who paid him to kill her.

The film opens with terrorists stealing materials used to create weapons of mass destruction (WMD) onboard an airplane that crashes into the Pacific Ocean off the coast of California near Los Angeles Airport during take-off. The FBI responded to a bomb threat at LAX, which turned out not to be accurate but rather part of an elaborate publicity stunt orchestrated by Max Keegan (John Travolta), head of well-known company Max Keegan Enterprises International (MKEI).

Keegan had been planning this stunt for months to increase his popularity among voters as he runs for Governor; however, it backfires when his assistant Cabe Galloway (Nicolas Cage) accidentally trips over wires leading upstairs toward where Keegan is standing giving interviews after landing safely on ground level after being rescued from ocean surface via helicopter earlier during flight crash scene mentioned above.
